The members of the Media Committee in the Flemish Parliament received an email on Thursday in which there were 24 victims of transgressive behavior at the JONG editorial staff of VRT NWS, which, among other things, produces ‘Karrewiet’. The public broadcaster denies the allegations internally.

The email was sent in the run-up to questions to Media Minister Benjamin Dalle about the Bart De Pauw case. The senders are three (former) employees of the public broadcaster, who report at least 24 ‘victims’.

The email mentions toxic leadership, transgressive behavior, favoritism, bullying behavior, fabricated meetings to make big decisions, manipulation, divide-and-conquer politics and discrimination. This is said to be a problem that has been going on for seven years and has also been raised repeatedly.

We are at our wits end and we hope to be able to sound a loud, but discreet and serene alarm bell for you.

The anonymous letter writers

“We have tried all possible procedures internally at VRT to address a structural problem,” the anonymous employees write in the email that Het Laatste Nieuws published in full. The letter mentions, among other things, complaints to the confidential counselor, a file with the editorial board and the use of internal whistleblowing procedures, in which the Welfare Department was involved. He would have opened an investigation, but the letter writers turned that down. ‘We were shocked by the meager research and the lightness of the conclusion.’

The letter writers conclude from this that their options have been exhausted. “We are at our wits’ end and we hope to be able to sound the alarm bells loudly, but discreetly and serenely,” it said.

Commission

On Thursday, the email caused the opposite of what you would call discreet and serene in the Culture, Youth, Sports and Media committee of the Flemish parliament. Several MPs used the letter to fuel the ongoing debate about the De Pauw case – with which the letter writers themselves also draw a parallel.

It worries me enormously that we have to hear such stories in this committee.

Stephanie D’Hose

Flemish MP Open VLD

“The email is intense,” said committee member Stephanie D’Hose (Open VLD). ‘I think it is our duty to address this. This is a boil that has burst open. The fact that we have to hear such stories in this committee worries me enormously.’

‘We are requesting an audit,’ stated committee member Katia Segers (Vooruit). ‘There is currently a culture of fear within the VRT.’

Dalle responded angrily to the interventions: ‘I cannot verify this account. I don’t think it’s appropriate to quote from it and start the debate about it.’ He asked to keep this out of the debate on the De Pauw case.

VRT response

In a response, the VRT denies the serious allegations and says it is appalled by the violation of the confidentiality of the welfare procedures. “This causes great damage to a welfare process that was nevertheless conducted entirely in accordance with the applicable procedures,” it said.

According to the public broadcaster, reports were received ‘informally’ in January of this year about ‘a well-being problem’ in the youth editorial office. “As soon as those reports were received, action was taken,” it said. Ultimately, 88 percent of the employees involved responded to the request to discuss the matter with the welfare department.

That research revealed that there are certain ‘work points’ in the youth editorial team. For example, the efforts around coaching and leadership were intensified, someone was transferred and the agreements on the right to disconnect were tightened, it sounds.

“That plan is currently being implemented,” says the VRT. In the meantime, ‘the editor-in-chief maintains confidence in the editorial staff involved and the editorial director’, it continues.

“Our primary concern is for these colleagues,” the statement concludes. ‘We regret that a number of people who do not agree with the conclusions of the report have put forward a one-sided version of the facts.’

Well-being survey

It is not the first time that the working atmosphere in the VRT newsroom has come under the magnifying glass. Last year, a well-being survey already painted a harsh picture of the working conditions at VRT NWS. A report from the independent preventive medical service Premed then mentioned, among other things, ‘a lack of vision, an ego culture and an unhealthy high workload’.

“We want to tackle the theme of well-being structurally,” information director Liesbet Vrieleman said in a response. ‘Not just in the coming weeks and months, but on an ongoing basis.’ Steps had already been taken to this end, it was said at the time.

‘Delaplace had good intentions, but made a big mistake’

VRT CEO Frederik Delaplace had already been in contact with TV maker Bart De Pauw for two months before he contacted one of his victims for the first time. This is evident from a chronological overview that the VRT leadership provided to Media Minister Benjamin Dallle (CD&V).

Dalle read the overview on Thursday in the media committee of the Flemish Parliament, where he was asked questions about the approach of the VRT in the De Pauw case. The broadcaster has caused a lot of commotion in recent days by postponing a documentary about the transgressive behavior of the TV maker, in an attempt not to hinder a reconciliation conversation between De Pauw and his victims.

The report shows that De Pauw had already contacted Delaplace at the end of December. A conversation took place on January 11, together with De Pauw’s wife and content director Ricus Jansegers. De Pauw offered to apologize publicly and appeal to his fans to stop harassing his victims online.

In subsequent contacts, De Pauw tried to push for the documentary in question to be adapted. After consultation with the maker and the production house Woestijnvis, this was not discussed.

The broadcast of the docu-series on VRT Canvas was postponed twice so as not to disrupt the conversations. The first time the planned broadcast on February 21 was cancelled, the second time on March 20. It was only in the week before the second planned broadcast, on March 15, that Delaplace had first contact with one of the victims. A few days later, two more victims were contacted by email.

The fact that Delaplace allowed two months to pass between contact with De Pauw and that with the victims is heavily held against him. Dalle also called it a big mistake. He emphasized that no legal errors had been made and that Delaplace acted in consultation with four other authorized directors. He denies that the CEO had been influenced by De Pauw, as Meyrem Almaci (Groen) suggested.

Dalle does ask that the VRT better map out the procedures and powers in such cases and do even more to combat transgressive behavior and promote a ‘culture of openness’.
