In France, the threat level, the so-called Vigipirate Plan, has been scaled up to the highest level after the attack in Moscow. French Prime Minister Gabriel Attal announced this on Sunday evening.

“Given the claim of attack by Islamic State and the threats hanging over our country, we have decided to take the Vigipirate system to the highest level,” Attal said on X, at the end of a defense council meeting in the Elysee.

The highest threat level is set in the immediate aftermath of an attack or if a terrorist group takes action. The level is set temporarily, for the time needed for crisis management. It allows the exceptional mobilization of resources, but also the dissemination of information that can protect citizens in a crisis situation. The Vigipirate plan, which consists of three levels, was downgraded to level 2 in January.
