On March 20, 2024, the D66 and VVD factions will have written questions
asked about the vaccination rate of children in Hoogeveen.
The questions were as follows (in italics) and the answers have been added:

  1. How does the council view the problematic decline in vaccination rates?
in various places in the Netherlands, including in our own municipality?
The council considers the declining vaccination rate to be a worrying development.
  2. Does the council share the opinion that the declining vaccination rate is a problem?
problematic development and that it is necessary the minimum
vaccination coverage as determined by the WHO?
Yes, the council shares this opinion.
  3. Can the council confirm that the figures as shown on March 9, 2024?
AD were shared, in accordance with the current vaccination rate in our own
municipality and that there is therefore also one in our municipality
    declining vaccination rate?
The AD figures are in accordance with the vaccination rate in the municipality
Hoogeveen and therefore also in Hoogeveen there is a decline
vaccination rate. We are (unfortunately) in line with the average
    national figures.
  4. Does the council agree with us that it is in the interests of children, the
environment and the community is that children are vaccinated?
    The council agrees with this.
  5. Has the council taken action in the past 5 years to improve the…
to maintain and/or increase vaccination rates and, if so, can you do this?
to enlighten? If the council has not taken any action, one can
explain why this did not happen?
The National Vaccination Program is implemented by GGD Drenthe, ours
health implementation service. The youth nurses and
Youth doctors see all parents (99.9%) at the clinic and ask questions
parents whether they need additional information about vaccinations.
The basic principle is that parents can make an informed choice
whether or not to vaccinate their child.
    GGD uses the following methods:
Method for maintaining the vaccination rate
  • Both during the home visit at 2 weeks and during the 4-month consultation
discussed the vaccinations with the parents. Parents who have questions or doubts here
have been able to use an additional individual
vaccination consultation with a youth doctor of 20 minutes.
  • The RIVM always sends information with the invitation for vaccination,
with also a reference to available information in other languages, see
    also: https://rijksvaccinatieprogramma.nl/communication-registrationherinneringscallen
What is the GGD doing to increase the vaccination rate?
  • Participate in national campaigns, for example in 2023 in the context of a
catch-up campaign for all young adults aged 19 to 19 who have not yet been vaccinated
26 years old invited to get the HPV vaccination.
  • New arrivals are actively examined to see which vaccinations they have in the country
already had from origin in order to put together a tailor-made catch-up schedule
    set.
  • We continuously look at improving services. Like this
Young people were approached by letter, but the GGD is now looking at this together
young people through which channels they can better reach them.
  1. What plans are there to increase the vaccination rate in our municipality?
increase, at least above the critical lower limit? Has
Has the council already drawn up an action plan for this? If so when can the
Receive advice, if not why not?
As a municipality, we are in close contact with GGD Drenthe. GGD looks up
municipal level what is needed to increase the vaccination limit. We
continue to focus on the one-on-one approach outlined above
consultation agency. In combination with the national campaign, this is the
    most effective method.
  2. Can the council indicate how they will actively monitor how the
vaccination rate will develop in the coming period? If not,
    why not?
It is the job of the GGD to monitor the vaccination rate, and that happens
    continual.
  3. What does the council think of the possible solution that the GGD provides information
regarding vaccination facilitates at daycare centers, specifically for
parents of children up to 1 year old?
DThe question is whether additional information at daycare centers can have an additional effect
We have submitted this sorting to the GGD. They indicate that this is from
can be added value. The dynamics in the group can ensure that
Parents who have doubts still choose vaccination, because they also have arguments
from other parents (instead of just from the expert). We
will be transferred in consultation with youth health care and childcare
how we can make this possible. We think it is important
    measure its effect.
  4. What does the council think about the solution to unvaccinated children?
refuse at the daycare center, as the safety of all
    children cannot be guaranteed otherwise?

It is not legal to refuse children from daycare centers.
for example, regulated in the Public Health Act. Holders of
Daycare centers or other institutions can decide for themselves to whom they will give
want to provide their services, see also: https://www.boink.info/veiligheid-engezondheid/vaccineren.

  5. To what extent is the council preparing for possible outbreaks of
infectious diseases as a result of this declining vaccination rate.
Diseases that are vaccinated against are subject to notification requirements
infectious diseases and are monitored. Since the outbreak of Covid, the
protocols (in the event of an outbreak) have been tightened and the Infectious Diseases department has been contacted
the GGD will be permanently strengthened, with the possibility of further scaling up. The
cooperation with the regions of Groningen and Friesland contributes to this.
